Modification of the General Metropolitan Plan, Partial Plan and Urbanization Project od the Sector Affected by the Burying of the Power Lines

The planning completes the growth of Esplugues de Llobregat and configures a new green gate that connects the city and the Collserola Natural Park.

The Finestrelles sector, of the Partial Urban Plan in the sector of Esplugues del Llobregat affected by the underground of the electrical lines aèries high tension of Fecsa, has a strategic situation of proximity to the city of Barcelona close to Avinguda Diagonal is developed between the neighborhoods of Finestrelles, Ciutat Diagonal, and Can Vidalet.




A CONNECTOR BETWEEN MOUNTAIN AND CITY

With a total area of ​​40 hectares, the sector is divided into two areas separated by Avinguda dels País Catalans and Ronda de Dalt: the North area and the South area. The proposed planning, in the sector as a whole, promotes sustainable urban development, which favors social cohesion, and which preserves pre-existing natural values, as well as its own landscape values.

Half of the sector, around ​​20 hectares, is destined to new green spaces that, due to their strategic position and close to the Collserola Park, become, and are consolidated, as a new access door to the Park. Its qualitative improvement is defined through its new dimensioning and the improvement of current deficiencies, as well as reforestation with native vegetation species, the recovery of old roads and wet areas, and the generation of new routes, for pedestrians and for bicycles, integrated into the whole of the green road that will connect Barcelona with Esplugues, through Avenida Diagonal.

COMPLETING THE CITY OF ESPLUGUES

The plan promotes cohesion between the Finestrelles and Ciutat Diagonal neighborhoods, in the North sector, and the arrangement of urban voids located at the confluence of three municipal districts (Esplugues, l’Hospitalet, and Barcelona) in the South sector. Also, some building typologies are proposed that obtain less occupation to achieve, thus, lower consumption of land in the sector as a whole.

The new ordinance proposes the location of the built-up areas according to criteria of volume, accessibility, urban relationship, and use. For this reason, residential areas have been located in environments that are away from the main communication routes, with a closer relationship with green spaces, and that, at the same time, have the ability to offer transitional spaces between the different neighborhoods already consolidated. The need to generate more local commerce in the sector requires the location of a large commercial and recreational center, of 15,000 m2, which is proposed in the South sector, in order to minimize its visual impact, and place it in an area of ​​better accessibility conditions. On the other hand, in the North sector, there is a business innovation park, of 90,000 m2, closer to transport services and directly related to the main communication routes of the sector.

The development of the sector, which due to its size and economic circumstances has lasted for more than 15 years, has demonstrated the resilience of a design that has allowed it to adapt to the changing trends of urban planning and assimilate the new needs for sustainable mobility, with the incorporation of the cycle path that connects with Barcelona, or the productivity of green spaces for livestock use.
